Campus IA, France

Nuclear-grid AI campus · Fouju, Seine-et-Marne · MGX, Bpifrance, Mistral and Nvidia

Europe's binding constraint is the grid connection, not land or chips. France built a fast-track process on its nuclear-backed grid, and Campus IA signed the first contract under it: 240 MW by the end of 2027 and 700 MW by the end of 2029.

The campus

The Only French Gigawatt Project With a Signed Grid Connection

  • Owners: MGX of Abu Dhabi, Bpifrance, Mistral AI and Nvidia, from the UAE-France agreement of February 2025.
  • Grid: RTE, France's transmission operator, signed the first fast-track connection in January 2026: 240 MW by the end of 2027 and 700 MW by the end of 2029.
  • Size: 11 buildings on 89 hectares, designed for up to 1,400 MW, with full build-out around 2033 and about €50B of investment, reported.
  • Permits: building permit filed March 2026; the public inquiry, held May 2026, gave a favorable opinion. The prefect's final decision has not been reported.
  • Not disclosed: chips, outside tenants and a power supply contract.

Fast-track connections

France Requested 28.6 GW and Has 5.8 GW on Secured Sites

  • Summit pledges: €109B was pledged at the February 2025 AI summit. A ministry review in January 2026 counted 13 companies with projects, 63 suitable sites, and 28.6 GW of capacity requested, of which 5.8 GW is tied to secured sites with connection commitments.
  • Fast-track sites: five sites of more than 700 MW each, connectable within three to four years: Escaudain, Le Bosquel, Dunkirk port, Fouju and Montereau. The energy regulator approved the process in spring 2025.
  • EDF land: EDF offered four sites of its own with about 2 GW in total in February 2025; no winning developers have been named.
  • Nuclear power contracts: EDF and Data4 signed a 12-year nuclear supply contract for 40 MW, about 230 GWh a year, from 2026, the reference deal for French data centers.

EU gigafactories

The EU Will Pick Up to Seven AI Gigafactories in 2027

  • InvestAI: launched February 2025 to mobilize €200B, including €20B for AI gigafactories.
  • Tender: opened July 30, 2026 for up to seven sites, four of at least 120 MW and three of at least 150 MW, with more than €30B in total: up to €10B public, at least €20B private. Only €1B is legally committed. Bids are due in November or December 2026; awards are expected early in 2027.
  • AI Factories: 19 EuroHPC AI Factories plus 13 smaller satellite sites, built on national supercomputing centers.

Grid limits

Amsterdam, Dublin and London Are Out of Grid Capacity

  • Dublin: connection requests of about 1,200 MW are about three times what is available; data centers use about 21% of Ireland's electricity. Rules from late 2025 require new sites to bring their own generation and support grid flexibility.
  • Amsterdam: 927 MW live, with connection waits over three years on congested TenneT and Liander networks and a city moratorium; a court ruled in April 2026 that Haarlemmermeer's grid is full.
  • Frankfurt: 981 MW live.
  • EU rating: in September 2026 the Commission adopted an EU-wide sustainability label for data centers of 500 kW or more of IT load, grading energy and water efficiency, energy sources and readiness for heat reuse.
